Directorate General of Public Portfolio
The Directorate General of Public Portfolio is the technical body that assists the Minister in the discharge of his duties with regard to the financial supervision of public enterprises and institutions, the public portfolio, as well as the management and disposal of equity interests of the State.

MISSIONS:
It has specific responsibility to:
- Keep the list of public enterprises and public portfolio institutions, update the database for their management and produce an annual report on the state of the public portfolio;
- Control the application by companies and public institutions of public portfolio of the prescribed management rules;
- Follow the procedure for setting up public enterprises and establishments and joint enterprises;
- Identify rules and good management practices to be prescribed for companies and public portfolio institutions;
- Propose measures to improve the governance and performance of public enterprises and public portfolio institutions;
- Develop and improve the legal and regulatory framework governing public enterprises and public portfolio institutions:
- Prepare performance contracts between the State and public companies and public portfolio institutions;
- Develop criteria for the selection and evaluation of managers of companies and public portfolio institutions;
- Centralize and monitor the implementation of action programs, annual budgets and deliberations of boards of directors and management committees;
- Analyze activity reports and financial statements of companies and public portfolio institutions;
- Formulate opinions and recommendations on the functioning and financial situation of the companies and public portfolio institutions;
- Regularly evaluate the rights, shares and other securities of the State;
- Evaluate the revenues of the State generated by its portfolio;
- Deal with transactions particularly related to companies and public portfolio institutions;
- Develop and approve the State's equity investment policy;
Organization:
The General Directorate of the Public Portfolio is headed and run by a Director General, in addition to the Executive Secretariat and the IT Department, which comprises:
- The directorate of development strategies of companies and public portfolio institutions;
- The directorate of dividends ;
- The directorate of control of companies and public portfolio institutions;
- The Directorate of Administrative and Financial Affairs;
- The directorate of service control.
The Executive Secretariat: is headed and run by a Chief of Secretariat who has the rank of Chief of Service. It has specific responsibility to:
- Receive and ship mails;
- Briefly analyze correspondence and other documents;
- Type and reproduce correspondence and other administrative documents;
- And, in general, perform any other assigned task.
The IT department: is head and run by a service head, and has specific responsibility to:
- Ensure the operation and maintenance of computer applications:
- Provide assistance to users of computer applications:
- Manage supplies inventory:
- Ensure the proper functioning of the IT environment:
- Analyze, qualify and quantify the IT needs of services;
- Organize technical resources on computerized sites.
The directorate of development strategies of companies and public portfolio institutions: is directed and run by a director, it has specific responsibility to:
- Develop the policy for taking and managing State holdings;
- Develop and evaluate the legal and regulatory framework governing public enterprises and public portfolio institutions;
- Identify rules and good management practices to be prescribed to public companies and public portfolio institutions;
- Formulate opinions and recommendations on the functioning and financial situation of companies and public portfolio institutions;
- Propose measures to improve the governance and performance of public enterprises and public portfolio institutions;
- Develop criteria for the selection and evaluation of managers of companies and public portfolio institutions.
The directorate of development strategies of companies and public portfolio institutions comprises:
- The service for administrative and management standards;
- The service for foresight and new development strategies.
The directorate of dividends: is headed and run by a director, it has specific responsibility to:
- Keep the list of public enterprises and public portfolio institutions, update the database for their management and produce an annual report on the state of the public portfolio;
- Propose the creation of public enterprises and mixed enterprises and follow the creation procedure;
- Regularly evaluate the rights, shares, shares and securities of the State;
- Evaluate government revenues generated by its portfolio;
- Deal with particular transactions in relation to public companies and public portfolio institutions.
The directorate of dividends comprises:
- The service for registry of companies and public portfolio institutions;
- The service for evaluation;
- The service for special operations.
The directorate of control of companies and public portfolio institutions: is headed and run by a director with specific responsibility to:
- Conduct or commission audits;
- Centralize and monitor the implementation of activity programs, annual budgets and deliberations of boards of directors and management committees;
- Control the application by companies and public portfolio institutions of prescribed management rules;
- Analyze activity reports and financial statements of companies and public portfolio institutions;
- Prepare performance contracts between the State and public enterprises and public portfolio institutions
- The directorate of control of public enterprises and public portfolio institutions comprises:
- The service for financial analysis and performance evaluation of administrative and budgetary management;
- The service for control of the application of the rules.
The directorate of administrative and financial affairs: is headed and run by a director and has specific responsibility to:
- Manage human resources;
- Manage budgetary appropriations and general resources;
- Manage documentary resources.

The directorate of service control: is headed and run by a director and has specific responsibility to:
- Control the quality of the services of all the services of the general management;
- Propose any measures likely to improve the functioning of the services;
- Perform audit, advisory and assistance functions with senior management;
- Ensure the application of regulations in force;
- Centralize, analyze and synthesize reports;
- Promote organization and methods.
