MISSIONS:
It has as responsibility to:
- Implement the Government's policy on the promotion of private investments:
- Coordinate private sector promotion activities:
- Organize ongoing consultations between the private sector, public administrations and organizations interested in promoting the private sector;
- Participate in improving the business environment;
- Ensure the proper application of the laws and regulations that govern the private sector;
- Develop entrepreneurship and entrepreneurial culture;
- Contribute to the development of the training and development policy for business promoters and other private sector economic actors;
- Design and implement support mechanisms for companies and project promoters;
- Promote the integration of the informal sector into the formal sector;
- Disseminate opportunities, investments and information that can foster the development of private sector activities;
- Promote domestic and foreign investments;
- Participate in the creation of preferential economic development zones;
- Design and implement with national, sub regional and regional private sector support program partners;
- Develop cooperative relationships with non-governmental organizations, national and international technical and financial assistance agencies to the private sector.
ORGANIZATION:
The Directorate-General for Private Sector Promotion is headed and run by a Director General. In addition to the Executive Secretariat and the Information Technology Unit, it comprises:
- The Directorate of Investment Promotion;
- The Directorate of Assistance and Evaluation;
- The Directorate of Regulation and Litigation;
- The Directorate of Administrative and Financial Affairs;
- Departmental directorates.
The executive secretariat: is headed and run by a head of secretariat who has the rank of service head. It is responsible for all secretarial work including:
- Receiving and shipping mail;
- Summary analysis of correspondence and other documents;
- Typing and reproduction of correspondence and other administrative documents;
- And, in general, any other task that may be entrusted to him.
The IT unit is headed and run by a head of unit who has the rank of service head. It specifically has the responsibility to:
- Design the internal IT development plan;
- Ensure the development of treatment sources;
- Manage the data bank;
- Provide maintenance, security of equipment and computer programs;
- Develop cooperation relations with the databases of other institutions.
The Directorate of Investment Promotion: is headed and run by a director. It specifically has the responsibility to:
- Study the possibilities and financing mechanisms of companies;
- Identify and promote the emergence of domestic and foreign investments;
- Design and/or implement measures to encourage private investment;
- Participate in the creation of preferential economic development zones in urban and rural areas;
- Design and implement financial and technical support mechanisms for projects and enterprises;
- Participate in the development of private investment projects at the national, sub regional and regional levels;
- Contribute to the development of infrastructure supporting the private sector;
- Harmonize investment promotion actions;
- Ensure the proper application of the investment charter and the execution of agreements between the State, private companies and other partners.
- The Directorate of Investment Promotion comprises:
- The service for studies, prospection and information;
- The service for investment and financing.
The Directorate of Assistance and Evaluation: is headed and run by a director. It specifically has the responsibility to:
- Identify project leaders and assist them in the formulation and implementation of their projects;
- Assist project leaders in the choice of investments and the negotiation of funding;
- Assist investors in the formalities of creation of transfer and dissolution of companies;
- Periodically monitor and evaluate private sector actions, projects or programs;
- Develop entrepreneurship and entrepreneurial culture;
- Organize permanent training and development sessions for project leaders and entrepreneurs;
- Promote all forms of inter-company partnerships;
- Prepare and promote consultation between the State, the administrations, the private sector and private sector support organizations;
- Participate in actions of integration of the informal sector with the formal sector.
- The Directorate of Assistance and Evaluation comprises:
- The service for assistance and training;
- The service for program evaluation;
- The service for economic statistics.
The Directorate of Regulation and Litigation: is headed and run by a director. It specifically has the responsibility to:
- Contribute to the development of the laws and regulations inherent in the private sector;
- Disseminate and popularize documents and texts relating to the private sector;
- Ensure the correct application of the texts that regulate the business environment;
- Participate in the fight against anti-competitive practices;
- Periodically assess the impact of the application of laws and regulations on the private sector;
- Conduct legal analysis of offers, agreements and conventions;
- Ensure the proper implementation of agreements between the State and private companies;
- Know the litigation;
- Ensure the proper application of the investment charter and the execution of agreements between the State, private companies and other partners.
The Directorate of Regulation and Litigation comprises:
- The service for regulation;
- The service for litigation.
The Directorate of Administrative and Financial Affairs: is headed and run by a director. It specifically has the responsibility to:
- Manage human resources;
- Manage finances and equipment;
- Develop and execute the budget;
- Manage archives and documentation.
- The Directorate of Administrative and Financial Affairs comprises:
- The Service for administration and human resources;
- The Service for finance and material;
- The Service for archives and documentation.
The departmental directorates: are headed and run by departmental directors who have the rank of service head. They are responsible for implementing and coordinating, at the departmental level, the Government's policy on the promotion of the private sector. Each departmental directorate of private sector promotion comprises:
- The service of assistance and promotion of investments
- The service for administrative and financial affairs;
- Service for regulation and training.
