General Directorate of the Economy
The General Directorate of the Economy is a public administration. It is located in the city center on the Boulevard Denis SASSOU N'GUESSO in front of the Directorate General of MUCODEC.
Before 1990, the Directorate General of the Economy was a General Secretariat of the Economy attached to the Ministry of Planning.
It was from 1990 that the General Secretariat of the Economy became the Directorate General of the Economy.
In accordance with the provisions of article 1 of Decree No. 2003/138 of 31 July 2003 on the powers and organization of the Directorate General of the Economy, the decree currently in force, the Directorate General of the Economy is the technical body that assists the Minister in charge of the economy in the discharge of his duties in terms of economic policies, economic studies, financial and economic cooperation.

MISSIONS :
Its main responsibilities are to:
- participate in the development and implementation of economic policies;
- participate in the drafting of the legislation on economic activities and ensure its application;
- participate in the preparation of the State budget and monitor its execution;
- design the budget presentation note and the economic report;
- propose and implement incentive policies to promote the promotion of private investments;
- to monitor the evolution of the informal economic sector;
- monitor the management of the State sector and State participation in the capital of semi-public companies;
- participate in the control of the Cost Policy;
- carry out any useful study on consumption and income;
- maintain a bank of economic data;
- monitor issues related to sub regional and regional cooperation;
- propose legislation on investment promotion;
- propose any policy likely to improve the management of the State's portfolio;
- participate, together with the public administrations interested in the repression of anticompetitive practices;
- design and propose, together with the services concerned, the regulations on competition;
- develop and analyze economic accounts;
- carry out forecasts and general economic studies;
- identify the analytical instruments and set up the modeling system;
- collect, centralize, analyze, exploit and disseminate all economic and financial data as well as any other information affecting public finances;
- carry out and centralize any study that identifies the level of economic activity and can improve the management of public finances;
- receive and use the financial statements of public enterprises, autonomous organizations and local authorities;
- contribute to the development of the statistical yearbook of public finances;
- prepare the statutory consultations of the international financial institutions, and provide the secretariat;
- participate in the work of the National Credit Council, Monetary Committee, Balance of Payments and Multilateral Surveillance.
ORGANIZATION :
Concerning its organization, the Directorate General of the Economy, in addition to the directorate’s secretariat, the computer service and the service of communication, includes:
- the Directorate of economic regulation and State portfolio ;
- the Directorate of National Accounts;
- the Directorate of Economic Studies and Statistics;
- the Directorate of economic cooperation;
- the Directorate of Administrative and Financial Affairs;
- The Directorate s and the departmental services.
The evolution of the national socio-economic context led the Directorate General of the Economy to lose some of its attributions and to gain others, with an impact on its organization.
To take into account this evolution, and to materialize its vision, the Minister of State, the Minister in charge of the economy is revisiting the decree n ° 2003 138 of July 31, 2003. In this draft decree, the Directorate General of the Economy will be the technical body that assists the Minister in charge of the economy in the discharge of its duties on matters of economic policy, study and cooperation.
In this capacity, the Directorate General will:
- propose and monitor the development and implementation of economic policies;
- carry out any useful study in the economic field;
- carry out surveys for the economic situation of the Congolese economy;
- prepare short and medium term forecasts for Congo and its international environment;
- Develop, where appropriate with the administrations concerned, the legislation and regulations relating to economic activities and ensure their application;
- Ensure the permanent secretariat of the National Commission of Investments;
- Monitor the implementation of the programs of CEMAC, ECCAS and the African Union;
- Monitor the implementation of agreements with regional economic communities, the World Trade Organization and the Organization for the Harmonization of Business Law in Africa.
Therefore, the Directorate General of the Economy, in addition to the directorate’s secretariat, the computer service and the service of communication, will include:

- The Department of Economic Studies and Forecasting;
- The Directorate of Administrative and Financial Affairs;
